4½ pounds tangerines, juiced (about 3 cups)
1¼ cups whole milk
1 cup cold water
½ cup sugar
2 teaspoons pure vanilla extract
1 fresh red Fresno chile pepper, stem and seeds removed, finely diced
10 ice cubes
Place all ingredients except ice cubes in a blender; process until smooth. With the blender on, drop in ice cubes one at a time, process until smooth and frothy. Serve immediately.
